One of the most persistent barriers to implementing energy efficiency projects, including performance contracting, is the lack of energy monitoring systems, particularly convincing ways to establish baselines. For example, after energy efficiency equipment is installed in a hospital, few if any facilities have the ability to determine whether reduced energy costs are the result of mild weather, lower occupancy or changes in behavior. Without a convincing baseline or determination of the savings generated solely by new technologies, a city cannot assess the payback of energy efficiency projects and cannot enter into performance contracting arrangements.
CENEf has designed software that can monitor energy use in up to 100 buildings, reasonable for a city's education department, health department or residential district. The spreadsheet enables the user to cancel out factors that affect overall energy usage, such as the ones described above. If used correctly, the software can create a reasonable baseline and assessment of the actual savings generated by energy efficiency projects. This software is currently being tested in two cities and will soon be ready for dissemination around Russia.
Data Input: Attestat collects universal data, including statistical climate parameters and metered outdoor temperature, as well as specific data such as object characteristics, contracted and metered consumption, and tariffs. Attestat evaluates parameters such as the effect assessment for each object; energy savings assessment; identification of weather conditions, number of people in the building, and energy efficiency impact; aggregating effects.
Data Output: Production of clear, accurate reports is a critical function of the database. Attestat is capable of producing monthly reports on energy consumption for each object; monthly, quarterly, and annual reports on cumulative energy consumption and energy savings; and energy bills. All of these reports can be produced in graph and diagram format.
