This financial manual is an initiative of the Dutch Energy Agency, NOVEM and the Czech Center of Energy Efficiency, SEVEn . The manual briefly explains the principles and a correct strategy for how to prepare municipal energy projects.
It explains why, when, and how it is necessary to prepare the groundwork for a well-thought-out investment venture, when and on what basis a town should decide whether to implement a project, when a feasibility study and a business plan should be prepared, and what they should contain. The manual describes how a project can be financed and how to proceed in getting money for implementing it. Here you can download:
