Loan Guarantees

The Development Credit Authority (DCA) is a broad, general funding authority that allows USAID to issue loan guarantees for any development purpose in part 1 of the Foreign Assistance Act. DCA is intended to be used as credit enhancement with true risk sharing on the part of private and public sector partners. Some of the priority areas for DCA are Global Climate Change activities, small business promotion, energy and environmental infrastructure in countries where USAID has active presence.

The DCA program in Bulgaria is a unique financial mechanism to develop sustainable energy efficiency financing. Under the DCA program USAID/Bulgaria provides guarantees (50% of outstanding principal) on behalf of non-sovereign project sponsors (qualifying borrowers) in favor of the United Bank of Bulgaria (UBB).
