In Central and Eastern Europe, the path to energy reform varies from country to country. Despite variations in approach, all countries must address five key issues along the way: tariffs/subsidies, municipal budget authority, housing reform, district heating and water utility reform, and municipal finance. Throughout the MUNEE website you will find information on all of these issues.
You can download the current Policy Matrix - a compilation of responses from MUNEE partners to a questionnaire on these 5 topics - summarizes different approaches to energy reform throughout the region. For more information, or to submit additions to this matrix, contact Angela Morin.
