The first step in municipal energy planning is to understand energy end-use. Municipalities need to comprehend the entire link to node flow of energy and related costs. Energy costs for each individual city department that has its own energy budget (health, education, etc.) need to be calculated. Also, the overall energy budget needs to be computed in order to see the full impact of fuel purchases, subsidies, district heating operations on the municipal budget.
ICLEI Energy Services (IES) is a business and energy services division of the International Council for Local Environmental Initiatives (ICLEI). IES has developed the ICLEI Municipal Auditing Process (MAP), as a systematic and cost effective method of helping create a strategic energy plan. The ICLEI Municipal Auditing Process includes provisions for local job creation opportunities, financial modeling of implementation scenarios, calculations of emission inventories and greenhouse gas reductions as well as links to monitoring and verification processes.
