All participants of the RENEUER Network participate in training activities and exchanges that support policy reform and that develop the capacity of municipal leaders to implement projects to improve water and energy efficiency. The key subjects of the work plans include:
- Support for low-income energy consumers and development of social safety net programs as a way to reduce the impact of growing energy costs on low-income consumers
- Stimulatiion of municipal reform to encourage private sector participation and investment in water and heat utilities, and preparation of municipalities in countries where power is highly centralized to take over key energy supply functions
- Assistance to the 8 RENEUER countries to promote self-sustaining organizations
- Involvement of international financial institutions, particularly the World Bank and EBRD; seeking understanding of IFIs' lending conditionality; expansion of general lending policies
- Compliance between national policies and EU directives on energy efficiency.
In Bosnia, Moldova and Serbia & Montenegro the Alliance staff will act as liasons for RENEUER. Albania, Bulgaria, Croatia, Macedonia and Romania will be represented by the following partners:
