Successful and Replicable Case Studies of Energy Efficiency Programs on the Municipal Level in Russia

Success of municipal energy efficiency programs consists not only in energy efficiency measures implementation, but also in institutional changes necessary to effectively manage energy consumption, in breaking down hang-the-expense approach and building market environment.

Five examples are presented below to illustrate municipal energy efficiency programs successfully implemented, followed by law/regulation changes, institutional changes, reform of tariff design, payment collection system, creation of energy control and project monitoring systems, etc. Based on its contacts with regional energy efficiency centers, interviewing city leaders, heads of heat and water supply companies, CENEf has identified five cities (Cherepovets, Dubna, Kirovsk, Irkutsk, and Krasnogorsk) to make a deeper analysis.
Programs and projects implemented in these cities have evident energy savings. Nevertheles, a number of barriers were revealed. They are specifically described for each case study. This is of importance, because by informing other municipalities of the barriers, we will enable them to avoid such problems.


This study was developed under the contract with the Alliance to Save Energy in the framework of MUNEE project (Municipal Network for Energy Efficiency). Based on this study and on other information and data collected by CENEf, the Database on municipal energy efficiency programs successfully implemented in Russia will be compiled. This Database will be located at CENEf's website as well as at MUNEE site (translated into English). Laws and regulations are available at CENEf or can be requested through contact persons mentioned in each case.
