Hungary - Szolnok Waterworks In 1996, Szolnok municipality in Hungary and 6 surrounding municipalities decided to jointly invite bids for the concession of operating rights of their water supply and sewerage services. This study - completed by the Metropolitan Research Institute in Budapest - evaluates the operations of this new organization and the effect that reorganization has had on the fee structures.
Latvia - Kuldiga Success Story
Appartment building isolation project funded by the cooperative of owners with a $100,000 loan from the Mortgage Bank in Latvia. Consuting company Ecodoma did the energy audit and used computer model to evaluate the project.

Russia - Cherepovets Residential Heat and Water Efficiency Program
Since 1996, Cherepovets has been implementing the Housing Divestiture Project financed by the World Bank. 600 of 1,260 municipal residential buildings will be renovated to reduce heat and water consumption.

Russia - Kirovsk Creation of Energy Efficiency Revolving Fund
The city of Kirovsk, Murmansk Oblast, has set up Kolsky Center for Energy Efficiency and Energy Efficiency revolving fund. The revolving fund has financed several energy efficiency projects and accumulated financial savings generated by these projects to direct them to finance other projects.
Russia - Irkutsk Renovation of District Heating System
A heat supply renovation project was implemented in 33 residential and public buildings within one of the districts of Irkutsk.
Russia - Krasnogorsk Municipal Water Supply Renovation Project
In Krasnogorsk, Moscow Oblast, a municipal water supply renovation project was implemented by the Vodokanal water utility. A 20 percent increase of pumped water was achieved at practically the same level of electricity consumption.

Ukraine - Berdyansk, Khmelnitsky, and Zhytomir
Ukrainian district heating and other utilities are facing serious problems connected with the lack of funds for renovation of their infrastructure and inability to provide necessary level of service. Both high tariffs and inadequate service reduce willingness to pay, leading to accumulation of debts and further worsening of utilities financial state. In this situation, many district heating companies and other communal service providers are often willing to get at least partial debt repayment. In 2001, several cities in Ukraine made innovative efforts to collect some debts from population.
Ukraine - Lutsk Systematic Approach to Improving Payment Collection in the Communal Sphere
As everywhere in Ukraine, the non-payment problem in Lutsk had a significant impact on the financial state of communal utility providers and the city budget. The municipality has taken a firm and unwavering stand on this issue and produced systematic efforts to improve billing and collection of payments for communal services. Major steps included establishing a city-wide information and billing system, creation of a special commission by the municipality, and targeted work with non-payers in May 1995.
