Alliance to Save Energy in Moldovan News
A large number of articles have appeared in Nezavisimaya Moldova, but also in Moldova Suverana and Golos Balti between September 2004 and May 2005. The articles address the issues of centralized vs. autonomous heating, energy accounting, a need for better HOA management and ownership, energy security and its relation to energy efficiency, tariffs in thermal power, the crucial need for indigenous power, etc.

Russia: Energy Subsidies and Right Prices
An appeal for elimination of subsidies often calls for bringing current prices to the "right price" or "economically justified cost." Different regulators (with different rules) or market forces justify the right price in different ways. Therefore, "economically justified prices" depend on the regulator rules or market conditions. How are equity considerations and distributional aspects related to the achievement of societal goals? In this paper, the Center for Energy Efficiency (CENEf) in Moscow explores these issues in light of on-going energy reforms.

Social Safety Program in the Republic of Macedonia
"Social Safety Program in the Republic of Macedonia", a study carried out by the Macedonian Center for Energy Efficiency (MACEF) in 2003 describes current socioeconomic conditions in this former Yugoslavian republic and outlines the prospects for improving energy efficiency as a means to alleviate poverty. The first section of the report summarizes the methods to define and categorize poverty, and documents the extent of poverty in Macedonia through tables of statistics and descriptions of living conditions in poor households throughout the country. The second section describes the features of the social welfare system established by the Macedonian government, analyzes the inadequacy of the system in lifting significant numbers of citizens out of poverty, and provides suggestions on how to improve the system. The third section describes macroeconomic conditions in the country, while the fourth section examines the labor market and the nature of employment in the country. Using conclusions drawn throughout the report, the final section provides a guide for using energy efficiency measures to improve the lives of Macedonia's less fortunate citizens, with recommendations on what actions to take and how to take them.
