Addressing Affordability of Utility Services in Urban Households: Energy Efficiency Solutions is a new USAID funded study by the Alliance to Save Energy. The study is an effort to show how energy-efficiency improvements can ease the burden of rising energy costs on households and public budgets in post-Soviet economies.
